Preparation of Regulatory Instruments and guidelines for safe PCB management
• Development of PCB specific amendments in waste legislation
o Baseline assessment of national legislation with regard to POPs management
o Proposal of amendments in existing waste/chemicals legislation to tackle PCB management
• Development of technical guidelines covering all stages of PCB life-cycle
o Technical guideline on standard, sampling and analysis of dielectric oil
– Identification of PCB sources
– PCB Labeling
– Elements of a PCB Database
o Technical guideline for the management of PCB contaminated equipment
– Management of online transformers contaminated by PCB or containing pure PCB, including criteria for preventing PCB cross contamination
– Storage, handling, transportation, dismantling and decontamination of transformers
o Technical guideline for the management of PCB contaminated oil
– Treatment / disposal of highly contaminated transformers
– Treatment of low PCB contaminated transformer by dehalogenation and retro-filling: concentration limit, quality criteria and quality checking modality
– Standards, operation modality and selection of the main PCB dehalogenation technologies
– Decontamination of transformer carcasses: quality and “end of waste” criteria for the recycling of metal components
– Allowable PCB concentration in oil: new dielectric oil, fuel oil, waste oil for co-incineration as well as “end of waste” criteria for regenerated oil after decontamination
Capacity building for PCB regulation enforcement
• Training of PCB holders and state inspectors in implementing the guidance – Conduction of Trainings of Trainers on practical and theoretical aspects of the legislation and guidelines
• Upgrading government capacity to enforce PCB regulations, including PCB information management – Conduction of regional replicated trainings for environmental authorities, electric power generation and distribution companies
• Undertake targeted awareness raising for high-risk population groups – carrying out awareness rising activities for different stakeholders
